Old Lyme Board of Selectmen
Special Meeting: Monday, July 15, 2010

The Board of Selectmen held a special meeting at 4:30 PM on Thursday, July 15, 2010 in the Meeting Hall of the Old Lyme Memorial Town Hall. First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present.

1.  Church Corner Appropriation
First Selectman Griswold distributed a Church Corner Project Conclusion Pro Forma dated 14 July 2010.  It shows a total of $491,289 has been spent to date of the $600,000 approved at Town Meeting.  First Selectman Griswold described the outcome of negotiations with American Industries (“AI”) and Rowley Hendriks (“RH”) concerning amounts owed and to finish the project.

The remaining work for AI is to install six (6) driveway aprons, two (2) sections of curbing and installation of the bluestone sidewalk from the intersection of Lyme St. and Ferry Rd. along the Congregational Church property and then along the Town Green to the Christ the King driveway.  The cost of this work will be $40,387.  In addition, the pro forma highlights payment of the balance of the change orders ($79,324), retainage ($7,996), two additional items ($4,102) and concessions by AI and the Town (-$11,213).  The total payment to AI would be $120,596.

The Town has an invoice from RH in the amount of $17,815 for work from November 2009 to April 2010, which the Town has not paid.  RH has offered to discount the invoice by $12,000, leaving a balance of $5,815.  In addition, RH will prepare an “as built” survey at a cost of $3,500.  The as built has been requested by Land Use and is not part of the scope of work of AI or RH.  The charge for the as built can be funded by the Public Works – Engineering line item.

Adding the AI subtotal of $120,596 and the RH subtotal of $5,815 to the amount spent ($491,289) equals $617,700.  $600,000 was approved at town Meeting so an appropriation of $17,700 is required.

A motion was made by Selectwoman Reemsnyder and seconded by Selectman Sibley to recommend to the Board of Finance an appropriation of $17,700 to complete the Church Corner project.  SO VOTED.

2.  Single Stream Recycling Contract
First Selectman Griswold explained that he hopes the Town will be able to begin automated single stream recycling next spring (May).  Two things must be resolved before this can happen.  First, the Town must select a contractor and second, the Town must purchase the 95 gallon recycling carts.

First Selectman Griswold has spoken with Gary Yuknat of Shoreline Sanitation about the contract.  Shoreline would need to purchase a new automated truck and would be willing to hire one of the Town’s recycling drivers.  Shoreline is willing to provide a fixed price contract for each of the four years or provide a cost-plus contract.  Members of the Boards of Selectmen and Finance would be more comfortable with a bid process so the RFP could request both a fixed price and a cost-plus contract.

As was noted in prior meetings, the Town has most of the funds to purchase the recycling carts.  We must finalize the details so that an order may be placed.

No action is required at present, but the contractor RFP must be prepared soon so that bids may be solicited and a recommendation on the contractor and the recycling carts may be brought to a Town Meeting in late August.

Selectwoman Reemsnyder made a motion to adjourn the meeting at 5:04 PM., seconded by Selectman Sibley.  SO VOTED.
